SELBY & DISTRICT BOWLING ASSOCIATION CONSTITUTION Revised after 2005 AGM. This issue cancels all previous issues.

Title: Selby and District Bowling Association.

Objectives: To promote and encourage Flat Green Bowling in the area and to foster the spirit of good sportsmanship between clubs and players.

Officers: The President, The Senior Vice President, The Junior Vice President, The General Secretary, The Assistant Secretary, The Treasurer, The Competition Secretary

Management: The affairs of the Association shall be in the hands of the officers of the Association, the past President, together with one representative from each team registered with the Association and shall be known as the Management Committee. The President has the power to call an emergency meeting at any time. The Management Committee’s decision on all disputes will be final and binding. A quorum shall consist of five members of the Management Committee. An EMERGENCY SUB-COMMITTEE shall consist of the President, Senior and Junior Vice Presidents, Competitions Secretary and Treasurer. The Secretary or his deputy shall be present.

General Secretary: The General Secretary, who is Ex Officio, will be responsible for the whole of the correspondence with Association affairs. The Secretary in conjunction with the President will arrange for all meetings of the Management Committee, ensuring that Teams are notified of such meetings. The Secretary will also be responsible to the Association for compilation of the League fixtures and that such fixtures are in the hands of the clubs prior to the commencement of the season. The Secretary will retire annually, and be eligible for re-election at the Annual General meeting (AGM)

Junior Vice President or Results Secretary: Will be responsible to the General Secretary for any duties delegated to them, with particular emphasis on collecting results of the Fours and Triples League matches. Nominations for JVP must be proposed and seconded by the Club for whom they play.

Treasurer: The Treasurer shall be responsible for the financial transactions of the Association and shall submit a financial statement and balance sheet to the Auditors prior to submission to the AGM. The Treasurer will retire annually, and be eligible for re-election at the AGM.

Membership: The Association shall be open to membership of Clubs on application to the Management Committee. Club membership to be on an annual basis. All players must be registered in accordance with the rules.

Registration: Players must be registered no later than the date of the Management Meeting, set for that purpose. Additional players may be registered throughout the season by the Secretary at the time by annotation on the score card. Player fees and team registration fees are payable at the dates of entrance and registration. Amount to be decided annually by the Management Committee.

Transfers of registered players should only take place prior to the commencement of the season. The playing of unregistered players, subject to Management discretion, would result in forfeiture of points.

Mode of Play and Conduct: The game shall be played strictly in accordance with the EBA Laws of the Game.

Dress: All members bowling in the Association leagues and Competitions to wear grey and whites, unless otherwise stated e.g. SDBA Competitions Finals Day. Shoes must conform to EBA Rules being heel-less, smooth soled, but in special circumstances correct overshoes can be permitted. Cold / wet clothes should be preferably white, but not necessarily so. Any bowler incorrectly dressed may be penalised. On receiving a report of incorrect dress, the General Secretary will write to the respective Captain for an explanation - time being allowed for new players.

Bowls: Bowls must conform to EBA Rules but could be waived in special circumstances.

Rules: The Domestic Rules are as attached appendices and subject to Management Committee recommendation

Annual General Meeting (AGM): The AGM shall be held at a place selected by the Management Committee, not later than the last week in October.

All propositions or amendments, for or to the Constitution of the Association shall be forwarded in writing to the General Secretary and signed by both the Proposer and Seconder, not later than the third week in September. The Proposer and / or Seconder must attend the AGM. Notice of the convening of the AGM, together with the Agenda of the AGM, shall be in the hands of the Club Secretaries not later than 14 days prior to the Meeting.

Nominations for the position of Officers of the Association should reach the General Secretary not less than 3 days prior to the AGM.

Auditors: The Audit Board shall consist of two members elected at the AGM. No member of the Audit Board shall be an Officer of the association.

Committees: Sub-committees may co-opt additional members not on the Management Committee to assist in the affairs of such Committee.

Dissolution: In the event of the dissolution of the Association, the assets of the Association shall be disposed of by means of a Special General Meeting called solely for such purpose.
